Does Global Chat replace InterChat?

No. InterChat remains the messaging substrate and platform authority. Global Chat adds governance, policy, onboarding, and operator workflows on top.

Are all hubs private?

No. The launch model is mixed. Public feeder hubs help discovery, while private vetted hubs provide the main governed network.

Can any server join immediately?

Not for private hubs. Servers apply, are screened, and may enter probation before they become fully active network members.

Why is setup manual?

InterChat does not expose a public admin API for third-party hub provisioning, so Global Chat records decisions and then completes InterChat-side setup manually.
