Strong cross-server moderation only works if the process is legible.

InterChat already provides hub-level moderation primitives. Global Chat adds governance, training expectations, and escalation discipline so those tools are used consistently.

Bias-aware review: decisions require notes, source attribution, and recorded rationale.
Layered escalation: local server mods handle immediate response before hub leaders or the core team intervene.
Professionalism-first enforcement: punishment and appeals follow written standards rather than ad hoc moderator sentiment.
Auditability: each severe incident should have a recorded source, severity, outcome, and remediation plan.
